As ost mentioned, chaining explorer notes while mounted lets the dino also get the exp buff. If your rexes can encounter alphas and kill them without issue too then under that combo they should get nice amounts of levels too. A freshly tamed dino, no matter what level it is, is considered level 0 with 0 experience for the purpose of leveling it up. If you want to test, summon a tamed dino with admin commands and dump a ton of experience into it to see how high it will level.

(1.0 must be default on servers) But if you hit the single player option, it sets the difficultyOffset to 0.2.
